A New Brunswick Class 7 licence has two levels with different driving conditions. Level 1 permits only the accompanying supervisor as a passenger. Level 2 permits up to three passengers, with additional restrictions for night driving by drivers under twenty-one.

Do not apply a night exemption to the wrong level

For Level 2 drivers under twenty-one, the province describes exemptions including travel to or from work or education. Driving with the qualifying supervisor is another route, but under that supervision provision no other passengers are permitted. Other purposeful activities can require a written application to the Registrar.

A Level 1 learner cannot borrow the Level 2 work exemption. Check the actual level before reading an exception, then check every condition attached to that exception. Contact the Registrar when an individual permission is required.

Separate three proposed trips

Original worked examples

Level 1 school run: a learner plans a daytime drive with a qualified supervisor and a younger sibling. A seatbelt for the sibling does not remove Level 1’s restriction to the accompanying driver only.

Level 2 social pickup: a nineteen-year-old plans to collect friends at 1 a.m. Calling it a short journey does not establish a work or education exemption. Adding a supervisor also does not permit extra passengers under the supervised-night provision.

Birthday assumption: a driver turns twenty-one and assumes every licence restriction has ended. The age-related night condition is not the whole licence. Passenger limits, the GDL stage and zero tolerance still need checking.

Completion takes both stages and an application

Level 1 normally lasts twelve months, reduced to eight with a qualifying driver-training course, before the road test for Level 2. The program requires at least twenty-four months combined and at least twelve months at Level 2. Earlier entry into Level 2 does not shorten the overall minimum.

The provincial page says it is the driver’s responsibility to apply for Class 5 after completing the required period. Do not assume the birthday or calendar alone automatically changes the card or removes sanctions.

Turn a passenger question into a short checklist

Before answering, write the level, age, time, purpose, accompanying driver and proposed passengers. Then remove any condition the question has not established. This is more reliable than remembering that Class 7 can or cannot carry passengers without specifying the level.

FAQ

Class 7 Level 1 and Level 2: common questions

Can I carry my family with a New Brunswick Level 1 licence?

Only the qualifying accompanying driver may ride with a Level 1 learner. A family relationship does not create an additional-passenger exception.

How many passengers may a Level 2 driver carry?

Up to three, with only one in the front passenger position. Night-driving conditions can restrict the trip further.

Does driver training reduce the whole GDL program to eight months?

No. It can reduce Level 1 to eight months before the road test, but the combined minimum remains twenty-four months, including at least twelve in Level 2.
