Key facts: Québec Values Test (Assessment of Democratic and Québec Values)

Free practice questions for the Québec values test, the online assessment that MIFI uses to grant the attestation of learning about democratic values and Québec values. Every question is original, explains the rule behind the answer and points to the part of MIFI's Practical Guide it comes from. No sign-up, no limits, and your progress stays on your device.

Our questions follow the five keys of the official guide: Québec is a French-speaking society, a democratic society, a society of equality between women and men, a society of rights and responsibilities, and a secular society. The French edition of this page was written first, from the French guide, and the English version is a translation, because French is the language of the guide and of integration in Québec.

    • A. Control over employees' private lives
    • B. A chosen religion for its employees
    • C. Pay set according to the employee's sex
    • D. A safe workplace

Everyone is entitled to working conditions that respect their health, safety and physical integrity; employers must provide a safe work environment.

  2. 2What status does the Act respecting the laicity of the State have in Québec's legal order?
    • A. That of an agreement signed with the churches
    • B. Quasi-constitutional status, like the Charter
    • C. That of an internal directive with no force of law
    • D. That of a simple municipal by-law that can be changed

According to the Québec government, the Act respecting the laicity of the State has quasi-constitutional status, on the same footing as the Charter of Human Rights and Freedoms.

  3. 3A rich and famous person commits an offence in Québec. How does the law apply to them?
    • A. Only if they are a Canadian citizen
    • B. More flexibly, depending on social status
    • C. The same way it applies to everyone
    • D. Only after a minister agrees

The law applies to everyone in the same way: no one is above the law, whatever their wealth, fame or status.

  4. 4In the right to live in a healthy environment, what does biodiversity mean?
    • A. The diversity of languages spoken
    • B. The diversity of living things
    • C. The mix of urban cultures
    • D. The number of city parks

    • B. Their wealth, social rank and family title of origin

    • A. A legal choice if the employee is new
    • B. A business decision that is always allowed

    • A. Yes, but only with your member's written consent
    • B. No, except during an election campaign
    • C. No, criticizing a law in force is an offence

  8. 8Under the Charter of the French Language, French is the normal, everyday language of which areas?
    • A. Public primary schools only, not universities or jobs
    • B. Courts and the National Assembly only, not the workplace
    • C. Family life and leisure only, not stores or businesses
    • D. Work, teaching, communications, commerce and business

The Charter of the French Language makes French the language of the State and the law, and the normal, everyday language of work, teaching, communications, commerce and business, not just one area.

    • B. Foreign policy
    • C. Criminal law
    • D. Education

Québec is responsible for areas such as education, municipalities, and property and civil rights. The other three are federal.

About the test

About the Québec Values Test (Assessment of Democratic and Québec Values)

Since January 1, 2020, people applying for permanent selection in Québec's economic immigration programs must obtain an attestation of learning about democratic values and Québec values as expressed in the Charter of Human Rights and Freedoms. MIFI lists the Skilled Worker Selection Program, the Québec Experience Program, and the entrepreneur, self-employed worker and investor programs, plus accompanying family members in some programs that have closed. Your spouse or partner and dependent children aged 18 and over must obtain the attestation too; children under 18 and people with a permanent disability that prevents it are exempt.

After you submit your application, MIFI sends you a link and a personal identifier for the online assessment, which runs on the Moodle learning platform. According to MIFI's online assessment page, you answer 20 randomly selected questions and have three hours to finish. You need at least 75 per cent to pass, which the official guide states as 15 correct answers out of 20. Your result goes to MIFI automatically, and the attestation is valid for two years.

If you fail, you must wait at least two weeks before trying again. People who hold a valid study or work permit and fail a second time must attend Objectif Intégration, a free 24-hour information session given in French in Québec. People without a permit who fail twice may choose a third and final online attempt or the session. You have 60 days from MIFI's request to obtain the attestation, otherwise the application is rejected.

The questions in the real assessment come in short statements, true-or-false items and everyday scenarios. The guide's sample questions ask, for example, which couples may marry in Québec, which job refusal is discrimination, and what Québec's official language is. Our bank uses the same kinds of situations: helping an injured person, a landlord refusing a family, a request to reveal your vote, a police search, or a teacher's religious symbol.

The guide was published in 2024. Some rules have moved on since then. For example, the Québec government says the secularism regime was strengthened in 2025 and 2026, so the guide's list of jobs where religious symbols are banned is now longer. Our questions do not treat the guide's examples as a complete list.

This site is independent. It is not affiliated with MIFI or the Government of Québec, and our practice tests do not give you an attestation. Only MIFI's online assessment or the Objectif Intégration session does that. Use our questions to learn the values well enough that the real assessment feels familiar.

Study plan

How to prepare

  1. 1Read MIFI's free Practical Guide first. It is about 35 pages, in French, with courtesy translations in English, Spanish and Mandarin. If you can, study the French version, since it is the original text.
  2. 2Learn the five keys and the facts behind them: French as the only official language and the Charter of the French Language of 1977; 125 electoral divisions and the free, secret vote; equality between women and men; the Charter of Human Rights and Freedoms; and the Act respecting the laicity of the State of 2019.
  3. 3Practise the scenario questions. Many items describe a situation, such as a job refusal, a family decision or a police search, and ask whether a right is respected. Ask yourself which right is involved and whether a Charter ground is at stake.
  4. 4Know the numbers: 18 to vote and to marry without a court's permission, 16 for sexual consent, six months of domicile in Québec to vote, and eleven Indigenous nations.
  5. 5Take one topic test at a time and read the explanation for every question you miss. Each explanation names the part of the guide that the answer comes from.
  6. 6When you score 17 or more out of 20 on two different mock exams, you are well above the 15 needed to pass.
  7. 7On the day, choose a quiet place with a stable internet connection. You have three hours for 20 questions, so read each scenario slowly.

MIFI's pages do not say which languages the online assessment is offered in. The study guide is written in French, with courtesy translations in English, Spanish and Mandarin, and the Objectif Intégration session is in French only. Our site lets you practise in French or English.

Are these the real Québec values test questions?

No. MIFI does not publish its question bank, and the questions are drawn at random. Every question here is original, written from MIFI's free Practical Guide and Québec government pages. Learning the values themselves is what prepares you for any version of the assessment.
